IMO there's no problems with telephone activations as and when required. I don't think though Ms are really that bothered in these cases - Windows isn't their main money machine any more - they are encouraging subscription services(e.g Office/365), AZURE CLOUD, enterprise I.T services, AI, Xbox etc. I believe though you are allowed to "backup" / "archive" the old computer image - what the EULA actually prohibits is that you can't use the same license key concurrently (as production) on both machines -there's no question of "de-activation" on the old machine - since the new one might fail to work and you need the old machine to fix the new one !!!. There is no limit to how many times you can reuse a key but you may only use it on one installation at a time.Hi there You are obliged to remove Windows from old device of course. You can use a retail key as often as you like (section 4a of EULA explains transfer rights of a retail standalone key).
